Kelly is an attorney turned government executive with experience as a human resource professional. Kelly holds a BFA in Dance, a M.S. in Urban Affairs, and a Juris Doctorate. She is also a Certified Workplace Conflict Mediator and Trainer. Currently, she serves the City of Kansas City, Missouri’s 4500 employees as an Assistant City Manager. In this role, Kelly leads policy development and implementation in the areas of internal governance, people processes, risk management and labor relations. Prior to joining the City she served as Deputy Chief of Staff for New York State Assemblymember and practiced law in the private sector.
